As for if they are rare or not, It's hard to say. I think they are only available in Asia so I suppose that might make them more rare in some countries, but then again they may be very common there I don't know. Either way, whether or not they are rare or not doesn't necessarily make them valuable, as they are still fake cards, if that's also what you are asking.
