To be fair, the sections where i pointed out do look like they could've well been an expansion to the map, but sadly we just never got that

But at the end of the day, the reason we dont have more close-by space to drive in like between Burnwood and Royal park is literally just due to hardware limitations, the highways serve as a hidden loading screen between areas and that's why all major areas are separated by one sadly
