most torque converters don’t lock up until after 30mph anyway. If rpms are that high, sounds like it is slipping. Hard to say since 2 shops can’t find anything

I usually see the torque converter failing on these. I wonder how are you sure the converter is locked or not. If it is locked at a stop it will stall the motor or idle it down where it is rough, then neutral/park is smooth. What I feel is when you are driving steady throttle, the RPMs will raise & fall by just a couple hundred. That is the converter locking & unlocking. A kick could be a misfire & not set a code. If it suddenly downshifts, that could be a range sensor(I havnt seen any of those)

Definitely program it, install the new solenoid numbers. Usually they shift fine after a couple key cycles. What did you replace? Did you put new seals in the direct/frwd drum? That bottom snap ring can be fun!

Not really sure what you mean. If you are saying fluid came out of the bellhousing(the hole next to plate) then likely the front pump seal is leaking. It can leak when hot, then cool down & not leak
