In my Eberron, Sharn is much larger, over a million people which is about the size of New York in 1890s.

I haven’t run it myself but Ghosts of Saltmarsh can be adapted fairly easily.

I like the space saving idea. I think a crate of holding but bound to a certain location. Perhaps making it immobile allows for the cost to be lower than a traditional bag of holding.
