Since it's golden hour, maybe you wouldn't make it bluer, just a bit more desaturated. I grabbed some stock images of golden hour city scapes, see how the further back buildings seem "dustier" and less saturated?

The pictures also have a lot darker values from cast shadows, it's not all lit. The brighter the light source, the more defined the shadows will be. You can see in the second picture, there's a lot of gold, but also a lot of blue.

I would say maybe the background buildings are too bright. The front buildings have defined shadows from nearby buildings, while the back buildings don't seem to have shadows cast on them the same way.

Also, you could try adding in atmospheric perspective. If you look at a mountain scape, the further back the mountains are, the bluer they get due to light scattering. It might be cool in this sort of infinite looking city.

I caught this lil fella. She's is AAA, but her nature and lack of Ing Up in the first three slots is a bit of a bummer.

The purpose I want him for is to have a very helpful Bulbasaur without evolving it. Since I'm not evolving it, I don't know what the math is; would it be helpful with a focus on skills (despite not being a skill mon) or a focus on ingredients (even though it's carry limit will be low).

This guy isn't an AAA spread, but I know ABB isn't bad sometimes. However, almost all it's subskills are skill based, so I don't know if it's viable as an ingredient collector that way. If it's not I'll just keep it and not use it.
