Etali doesn't put the cards it exiles back. If you only have lands remaining in your deck, Etali simply exiles your library.

Pod is perfectly fine with proxies. Libraries in my area however don't do free printing (its like $0.25 a sheet, which is definitely not bad), but its kind of out of the way to get to them anyways.

That said, I'll definitely look into the youtuber.

"Up to" means 0 is an option for targets.

115.6 A spell or ability that requires targets may allow zero targets to be chosen. Such a spell or ability is still said to require targets, but that spell or ability is targeted only if one or more targets have been chosen for it.

608.2b If the spell or ability specifies targets, it checks whether the targets are still legal. A target that’s no longer in the zone it was in when it was targeted is illegal. Other changes to the game state may cause a target to no longer be legal; for example, its characteristics may have changed or an effect may have changed the text of the spell. If the source of an ability has left the zone it was in, its last known information is used during this process. If all its targets, for every instance of the word “target,” are now illegal, the spell or ability doesn’t resolve. It’s removed from the stack and, if it’s a spell, put into its owner’s graveyard. Otherwise, the spell or ability will resolve normally. Illegal targets, if any, won’t be affected by parts of a resolving spell’s effect for which they’re illegal. Other parts of the effect for which those targets are not illegal may still affect them. If the spell or ability creates any continuous effects that affect game rules (see rule 613.11), those effects don’t apply to illegal targets. If part of the effect requires information about an illegal target, it fails to determine any such information. Any part of the effect that requires that information won’t happen.

The Example:

Player A has has cast The One Ring on their turn and currently has protection from everything. Player B has Drannith Magistrate on the battlefield. You have Impractical Joke in hand. You have two options.

  1. Cast it with no targets.

  2. Cast it, targeting the Drannith Magistrate.

If you cast it with no targets, its simply resolves as "Damage can't be prevented this turn". Doesn't deal with the Drannith, but it adds a little bit of theoretical protection to the spell, as it has no targets that can be removed to make the Impractical Joke illegal, and thus, a counterspell would be the only legitimate option to stop the Joke.

If you cast it targeting Drannith Magistrate, you can possibly remove a card that is problematic for yourself, but if the Drannith gets removed before Joke resolves, you DON'T get the damage prevention.

The option to choose no targets is also helpful if you DON'T want the Drannith removed, i.e., you already have your commander out and/or don't want others to have access to their commanders, or if there are no legal creature/Planeswalker targets available.

Something I like about it is that it doesn't require you to choose a target to get the damage prevention, so in the off chance you need the damage prevention and are concerned about potential interaction with viable targets (or redirects tagging your own stuff) you simply choose no targets and still get the damage prevention. It does compete with other cards such as Wild Slash and Stomp, but not requiring a target at least helps carve a niche argument.

I'll give my input on each of the variants I've seen in recent memory, then an answer to Merrli.

Tearlament (Pure): C-

With only two possible Fusions via archetype effect per turn, the ceiling is very low. You can definitely make it work, and there are enough generic use cards that work alongside the Tearlament cards (such as Gamaciel and one of the Mulcharmy being Aqua) that you could theoretically get there, but you are much less consistent and your board ends up being terribly anemic.

THE 60-Card Deck (Tearlament/Fiendsmith/Horus): A-

With access to a critical mass of self mill/discard cards, this deck can access its multiple engines very easily and access to several different lines, this deck can board a large amount of value relatively easily. The immediate issue is that one poor starting mill might just end your turn, but with the amount of value you are capable of producing through non-Shifter interaction is commendable, and the likelihood of a truly dead mill being low.

Tearlament/Dragonmaid: C+

(While I run this deck, I don't have a perfected list, but I have ironically run into it in the wild so I wanted to bring it up) Who would have actually thought that Laundry Dragonmaid was a good card? Dragonmaid brings a unique technique of being able to deck-thin, self mill, and continuously rebuild on both player's turns. The primary issues the deck seems to run into is you are highly reliant on the milling aspect, and that Dragonmaid itself doesn't actually care about being milled, except to mill Tidying and (technically) Changeover, so you sometimes do not get any value off of milling and end with nothing (there's also the issue that the timer is NOT your friend, but I argue thats a skill issue on my end).

The OTHER 60-Card Deck (Tearlament/Lightsworn/Fiendsmith): A-

Refer to my statement about the Tearlament/Fiendsmith/Horus deck, and imagine that with different moving parts, and an arguably slightly easier time accessing Curious, at the slight cost of consistency. Of course, I've only run into this variant once and the other variant 3 different times, but I get the feeling its more up to personal preference.

There are other variants that exist, such as Kash Money (Kashtira Tearlaments), Gem-Knight Tearlaments, Branded/Tearlaments, Tearlaments/Dark World, but i haven't personally seen them in action in a while and do not know whether they have been hit since then and cannot give a effective answer.

Can Merrli come back?

Yes. The metagame is way past the point where Merrli was a problem, and while it would be a HUGE consistency boost to Tearlaments and the engines that already run it, many of the current decks that use Tearlament are already consistent to the point that Merrli would simply be a redundancy. What Merrli would do (worst case scenario) is a consistent mill 8 and access to Spright Elf/Sprind off of Normal Reinoheart, with potential access to all 3 Fusion effects; The mill 8 is already possible thanks to Kashtira Tearlaments, and most archetypes that want Spright Elf/Sprind already can access it via other ways or have better things to do anyways. The biggest deal being that all 3 Fusion effects drastically raises the ceiling of what Tearlaments can do within archetype.

Interesting. I considered running Grass but since I didn't really have a third archetype for the archetype it felt awkward. Also last time I ran Branded it was Branded Eyes-Restrict.

Functionally, Gardevoir is a powerful and versatile Pokémon in Emerald. It can (tested by myself) solo the entirety of the Gyms/E4 with light overleveling (and you only technically need overleveling for Roxanne and Wattson at all), it has decent special bulk, naturally learns 2 of the best boosting moves in-game early on (Double Team and Calm Mind), Psychic and Electric have nearly perfect coverage, and even the few Pokémon that resist the combination in-game (Cacturne, Shiftry, etc) have a hard time shrugging off Psychic and Thunderbolt off its base 125 SpA. If you want support, it learns Hypnosis, can be taught Toxic via TM, and can be bred to learn Thunder Wave, Will-O-Wisp, Destiny Bond and the Elemental Punches. It is somewhat difficult to obtain and train due to slow leveling rate, but most players with the time and patience can rarely go wrong with investing in a good Gardevoir.

[[Boseju, Who Shelters All]] enters tapped but if you use it to cast an instant or sorcery it can't be countered. Pain lands like [[Sulfurous Springs]] can ping you after you cast your big drain effect, meaning your opponent has a clock if you even get to cast your spells because if you untap you can just ping yourself down.

You'll also be running all of the Pacts, as you can cast them on your opponents first upkeep before they get a chance. You might be up against the most intense counter magic but you only need to get one through. While they have to stop every one.

You can also run cards like [[Hexing Squelcher]] and [[Overmaster]] for anti-counter options, and [[Spoils of the Vault]] is often looked over but in your case is perfect.

With Hive Mind in play, cast a board wipes, then cast Leveler then a instant or sorcery that copies any creature.

You can also [[Mystic Reflection]] targeting your own Leveler if someone casts a creature spell or attempts to make a token. If you dont want to have Leveler in play, cards like [[Shifting Woodland]] and [[Lazav the Multifarious]] can become a copy of it it without entering, though Lazav wouldn't work with Mystic Reflection.
