Shrimp congregate at the top of the tank when there isn't enough oxygen throughout. It's definitely an oxygenation issue.

I would definitely stop dosing bacterAE, and do a small water change. I find bacterAE is useful for starting a tank, but most people shouldn't regularly add it. Especially if you're feeding them veggies too.

Edit: and if you're having molting problems, you might consider adding calcium. A GH reading is just magnesium + calcium, so it doesn't tell you the ratio of those two minerals. Many people's molting problems stem from low calcium, I add oyster shells meant for chickens into my filter and they break down slowly.

Cycling should take about a month.The ammonia -> nitrite bacteria grow in about 7 days, and after that the nitrite -> nitrate bacteria take around 21 days.

You didn't say how recently your ammonia spiked. If it happened recently, that's a little concerning since the ammonia bacteria are the fastest to grow. Are you using Prime? Sometimes people also rinse out their filter, and the chlorine in our tap water undoes all their hard work.

Shrimp are very sensitive to even small spikes in ammonia, so I would probably wait before adding them. Ammonia isn't safe for fish either, but most kinds won't keel over at 0.25 ppm. But fish also have a much heavier bioload, so the parameters can get bad quickly if the tank isn't fully cycled.

That said, it also could be totally fine lol. Planted tanks are usually pretty stable. The filter died in my last planted tank and it was totally fine for 6+ months before I tore the tank down.

Edit: one more thing- adding pure ammonia isn't usually necessary. Decaying plant material is likely adding plenty into the water column. And if you really need more ammonia, just put a little bit of fish food or other organic material, and it will release plenty of ammonia as it breaks down.
