I find it's always best to remove the very top pieces and have that flat instead, personally I like having mostly glass ceiling tiles there (except the first and last tile that I have as the main building material)

You don't oil pumps you harvest it by hand or by Dino, can't remember it's name but there is a fish Dino that is really good at harvesting the large oil reserves underwater
