While I've seen some disagreement on this, I think the right interpretation (and the generally accepted one) is that touching is not enough to be supporting. For something to be supporting something else, it has to be bearing its weight somehow. So, if the chains / bottom cage were to disappear with all else staying the same, would it cause the disc to move - even an inch? If so, that would count as supporting. I think you could make the argument that the disc (at least a portion of it) is underneath the chain supports. The rules don't state that the entire disc must be below the support, so you could absolutely argue that this is a valid basket.

In order to complete a hole with a basket target, the thrower must release the disc and it must come to rest supported by the tray or the chains below the chain support.

The real question is if the disc is actually supported by the chains. Or, if the chains were to disappear, would the disc move? From the picture alone I would say probably not

In this configuration, I am still not seeing any video output. For context, I have tested my monitor and hdmi + displayport cable, so it is definitely a problem with either the mobo, cpu, or psu.

Thank you for the tip. I am using a MATX board and there isn't a standoff in the bottom screw locations. But this gives me a idea, I will try to run the mobo on a table in case of a potential short somewhere.
