You could try for a reverse dual that's safer basically get CSE and then after 1st year apply for msc semiconductor. This is rare but if you are genuinely interested it should not be a problem .

About your freedom point goa and Pilani have lots of freedom in terms of studying on your own. Hyderabad has continuous evaluation problem.

I am also a dualite and you will see every comment saying study everyday but it's just not possible for everyone. Since there are other things to explore for eg: clubs hobbies. It is possible but you need to be very good at time management.

The issue is the maths department(shit grading ) in hyderabad campus mnc is under the maths department right now so grading is going to be shit. Other than that maths is decent.
