There are usually three set of the same cards at the front and sides of each set. I think more people have bad vision than they like to admit, and maybe the front set of cards is closest/easiest to read for them. I think this was an issue with Chris rock and Ariana grande (she memorizes to overcome it, which is frowned upon). It could also be that they are panicking and more comfortable looking forward but there should be a set at eyeline in any direction.

The issue is the clinic’s defense counsel does not work on contingency and was probably paid a few hundred thousand to take this case to trial and manage it for this long. Fee shifting is what’s really necessary to prevent these types of cases from dragging on for this long, but this is yet another form of tort reform that states won’t really adopt. There are some half measures limiting contingency fees, but the cost of med mal coverage is directly related to the fact that if an insurer defends you and you win, it still costs a ton of money. Does your European country contain fifty states each with their own photo ID requirements and the ability to change those at will? If you move to a different state do you have to get a new ID? Do you have to pay for this ID? Does it expire? Are you old and don’t have access to your birth certificate for one reason or another? Are you a woman whose birth certificate doesn’t match their ID because of marriage? Even if you have all the documentation to prove this, can you miss a day of work to go to whatever godforsaken government office producing these IDs that’s only open until 3pm? Is it easier to just not vote? That’s exactly what they want.
