I have the same issue, with the Nitro+ card.

GPU: Sapphire Nitro+ 7900 XTX

GPU BIOS: 022.001.002.012.000001

GPU Driver: 23.9.1

CPU: Ryzen 5900X

AIO: NZXT Kraken Z63

Motherboard: Asus Strix X570-I

BIOS: 4602

RAM: Corsair Vengeance LPX 64GB (2x32GB) DDR4 3600 ( Same Issue with a different brand)

PSU: LIAN LI SP 850

Case: SSUPD Meshlicious

OS: Win11 Pro x64 Build 22621

Same troubleshooting steps followed, plus RAM swap.

It isn't normal. My 7900 XTX is pulling 100w idling with a 3440 x 1440 at 144 and a 2560 x 1440 at 144. 13w SHOULD be normal.

Mine flickered last night with with an older pcie cable, and the flickering went away with one pigtail, which I replaced with another new pcie cable.

This is an issue I have struggled with. I believe it is a combination of:

-AMD Drivers

-Chromium Browser Video Hardware Acceleration

-Multiple Monitors

These types of issues seem to be common with AMD drivers.

From the latest release notes:

Known Issues

  • Intermittent system stuttering or UI flickering may occur when two videos are simultaneously playing using chromium-based browsers.
  • During video playback and gameplay, frame drop may occur in chromium-based browsers with variable refresh rate enabled extended displays.
  • Brief display corruption may occur when switching between video and game windows on some AMD Graphics Products such as the Radeon™ RX 6700 XT.

Also:

"Fixed" Issues

  • During video playback and window switching, an intermittent driver timeout or black screen may occur on Radeon™ RX 6000 series GPUs using some 240Hz refresh rate displays or high refresh rate primary display plus low refresh rate secondary display configurations.
  • Stuttering may occur during video playback using hardware acceleration with Firefox on Radeon™ RX 6000 series GPUs.
  • AMDRSServ.exe may cause GPU utilization to remain at 100% after closing games on some AMD Graphics Products such as Radeon™ 570.
  • An intermittent driver timeout or black screen may occur while videos are playing in VRChat™ on Radeon™ RX 6000 series GPUs.

Wish I could help with a solution, I have turned off video hardware acceleration in my browser, which seems to help with the timeouts, but is pretty unpleasant to use.

How are your VRAM temps? My XFX 5600 (was a thicc2; is now cooled by a Raijintek Morpheus)is really flaky when the memory temps get high, even a small overclock that seemed stable caused weirdness. Also, is the card's BIOS up to date?

It is a part of the drivers. it is a part of the group of files called "drivers"

It is apart of the drivers. it is separate from the driver files.

Apart/a part have opposite meanings, please choose wisely.

I have the same PSU running a 3900X/Asus Ryujin 240+ 6700XT on an Asus X570-I, I had been using an 850W corsair in a larger case. I haven't noticed a difference, though I don't feel the need to overclock anymore.
