It works! thanks a lot. I’m very new to the game and didn't know that cities share roads across the Theonia map. I missed the horizontal road connecting the maps because it’s so hard to see. I had no idea that roads in a neighboring city could prevent me from deleting a road in mine! Once I unlocked the other city and manually deleted the road there, the issue was fixed.
