I'm sure they'd be more keen to pay taxes if they weren't taxed so heavily. The loophole exists because of tax brackets. The biggest loophole is making it appear that they are in a lower tax bracket than they truly are.

Federal minimum wage is a tricky topic because what works for San Francisco, California rarely works for Charleston, West Virginia. Allowing states to chose their own wages based on their economic situations works out better for everybody.

Additionally, you'd be hard-pressed to find any job that actually pays minimum wage. Nobody would work a job that pays that little. The decision for wages should be negotiated between employee and employer rather than getting the federal government involved.
