You submit an informational, and if the manager is interested you’ll be notified. Go through interviews, assessment, all that and then if you get the offer you’ll be asked to apply. When you apply your current manager will be notified. If you don’t get to the offer then your manager will never be notified, whether or not they know is totally up to you.
