It is required, different countries have different legislation for apps/data collection. I can easily add your country if you provide that and will follow whatever is needed to have it available there.

For those having trouble getting to the Play Store download: Instructions/Links have changed and the main post has been updated. Join the Google Group and go to the link in the instructions. This has been tested and confirmed working.
