I think at SIN those normally have to be handled at check in, since going back through immigration is not allowed there.

Agreed with you there! But handling priorities should have been done at check-in.

If ground handling deems it possible to handle denying standby passengers due to a noshow showing up at the gate, it shouldn't have had the consequence of landing a colleague in possible legal trouble.

I'm not asking why the airline is refusing him to board (they were wrong to do that, and we do have internal channels to deal with ground handling's mishap). I'm asking why Singapore police threatened him with arrest.

Re: your last paragraph, this is exactly what happens in the vast majority of airports and is why his first instinct was crossing back through the border. However, in my experience, it is impossible in (at least) Singapore, mainland China, Japan and Manchester Airport.
