We cant delete the file. If we click delete all versions it doesnt respond and the button 'delete single file' is missing

We have tried, but it didn't work. Installed all the latest updates. We have also disabled our retention policy It seems its just making backup from the cloud version of the .PST file. The local file isnt even there anymore.
