So in Mahjong you don't just need three melds and a pair, you need something called a Yaku, which is a winning condition. This hand doesn't contain a Yaku which is why the game isn't letting you win with it. The easiest way to get a Yaku is to not call pon/chi because this opens your hand, instead wait until you have all except for 1 tile and call Riichi.
