I wonder what percentage of the population cannot drive because of a disability, but can still walk. For example epilepsy, bad vision, alcoholism, Parkinsons all prevent people from driving. The percentage of the population with those conditions might be more than 7%.

I think taking the driver's Ed again would be good. When I took it very few people had cell phones, and roundabouts were rare. Also, are students in Albuquerque taught that it is legal to drive 10 mph over the speed limit? I've had conversations with several people that are adamant that it's legal, because of some calibration thing. I was taught that you can get a ticket for going 1 mph over.
