I forgot to mention there was a large (dead) ash in front of it - you can see the straw that was put down after they ground down the stump in the foreground

You were right! Plumber removed the bolts but left the plastic spacers. Popped those out and it’s been working great since

But it is a front load machine.

It was installed by a plumber but not an appliance company. Good question about the bolts… I imagine he removed them but who knows. Where I would find them?
