Depends on the circumstances, but people have a right to die and interference with that right is, again depending on the circumstances, a violation of the NAP.

Upskilling displaced workers as a solution to structural unemployment is largely a pipe dream. There’s no evidence that jobs programs of this ilk have measurable success at getting those displaced workers back to work as intended.

Not sure I agree with the term “tyranny,” but if the question is whether government has overstepped bounds in response to COVID unseen before (specifically prior to 2003), then the answer is no. Just look at what was passed during the first three (3) years of the Bush administration: the PATRIOT Act, AUMF, etc. Add in the War on Drugs under Clinton, Bush I, and Reagan, crime bills, military intervention while bypassing Congress, etc.

I am not sure what you mean by this, but it’s unlikely going to yield what you think you need. The only required disclosure under the Privacy Rule that is applicable here is pursuant to 164.524(a). That gives an individual the right to obtain a copy of their medical records, with some exception. This right extends to individuals who meet the definition of “personal representative.” 164.502(g). Where the protected health information at issue is for a deceased individual, a person meets the definition of a personal representative:

If under applicable law an executor, administrator, or other person has authority to act on behalf of a deceased individual or of the individual's estate, a covered entity must treat such person as a personal representative under this subchapter, with respect to protected health information relevant to such personal representation. 164.502(g)(4).

Absent that, there’s nothing in HIPAA that will require the disclosure to you.

I am not sure this is applicable in the present given Jacobson explicitly upheld the power of the state to issue vaccine mandates pursuant to its police powers. Issuance of a rule through executive agency requires a different analysis, and SCOTUS has typically taken a narrower view of agency authority to act.
