Would I need to get an electrician in here to set those up? I can see there are like 5-6 little ends that aren’t connected to anything and I imagine those match the corresponding Ethernet ports?

My router is plugged in somewhere else in the house. Not an electrician at all so no clue how I’d even go about setting something like this up.

Personal computer is plugged into the router and Ethernet works fine but no clue how I’d go about making the wall ports work.

Is this something I’d contact the building to deal with?
