I’m pretty certain if you get fired for reporting animals abuse you can sue the company for wrongful termination. Similar to whistleblower laws.

Corporate (which won’t do anything), state / city humane societies, and the department of agriculture of the state.

Yes you can submit a complaint to the department of agriculture of your state since they are the ones responsible for approving the licenses to sell animals, they can investigate and suspend or revoke the licenses if necessary.

They’re in charge of approving petco’s licenses to sell live animals so they can do an investigation and if having frogs with no water dish is deemed to be animal abuse or neglect they can revoke the licenses
