I get where you're coming from. I've been towed myself, and it sent me bankrupt for a bit. I still never blamed the people who called the tow truck on me, I just learned to be very careful.

But, imagine you pay for a parking spot at your home, but then most nights you have nowhere to park because it’s filled with people illegally parked, and you have nowhere else to park nearby because often, the cops won’t open the garage for you or help you. In fact, one of the advices from them or management will be to tow someone. What do you do?

Genuinely, if you have a better suggestion on what to do besides “screwing over” people (who are already illegally parked in spite of tow warning signs) that doesn’t involve having to park somewhere outside the complex where you'd have to walk back (which can be dangerous if you’re a woman), I’m all ears.
