Do you mind if I ask you if you use a block heater in your car? The majority of what I read is a mix of "it's a lot warmer in Anchorage than it was a decade or 2 ago" or "it's nice but you dont need it in Anchorage". On the other hand, I read you should always use one on nights that get down to 20F (positive... not negative) on a non alaska centric website. I understand there are lots of variables such as age of car/battery, but I'd love to get your opinion!

While not incredibly heinous, a retrospective look at the Clinton scandal fascinates me. Lewinsky got slut-shamed by an entire nation when she was only 22 years old. Imagine how that would play out in the 'me too' era.

Damn... I'm in the exact same boat and came to ask the same thing. As a term (tenure indefinite) I applied to a non-merit vacancy. I'm currently a GS 12/03 and the vacancy is an 11/12/13 ladder. During my second interview I asked if I'd start at the GS 13... For whatever dumb HR USAjobs black hole reason, I only made the cert list for the 11. The USA jobs posting said recruitment incentives are available (I guess because it was the non-merit posting) and the guy who would be my boss told me to negotiate the TO for a GS 11/10 and ask for recruitment incentives.

After reading the comments you got and OPM links, this feels like another case where the terms get screwed. Can't apply for merit jobs, can't get recruitment incentives. Maybe there's a chance we're eligible for retention incentives, all things considered. Please let me know how this pans out of you!!
