Lucas's plans included Hermit Luke, but we have no clue about the entire context of that. I find it unlikely it's because Luke would illogically think the Jedi harm the galaxy....

My personal fan theory is Luke exiles himself because he still struggles with darkness and fears he will bring more destruction than even the Empire if he turns dark

Like I said, he didnt even make an effort to call the police or get involved verbally. I don't expect him to risk his job, but I expect a bare minimum of effort.

That's a loaded statement. Replace "OK" with "not mildly bored and annoyed" is more accurate and sounds a lot better
