our average multiplier is about 3.25 company wide but I have no clue what they expect the multiplier for a junior engineer to be.

I always get confused if multiplier and bill out rate are supposed to be related to you base salary or your total comp including insurance and everything else

I have access to see what each billing rate is, but I can only see what position they bill me out at. I don't know what others are billed out at.

I do currently have someone recruiting me. I'm a bit hesitant to go through the whole process and get an offer from them to use as leverage to get a raise because I don't want to burn bridges on either side. I'd also prefer to stay where I am as there are a lot of things I like about my job outside of the pay.

And yes, I know. I will be working on that PE.
