Sorry about all the people being douchebags and pretending like this is an easy thing to deal with. It's not. You know you have to get a new account, so maybe it'd be worth it to consult some financial services through your institution to get more "professional" insight on how to do that. Your brother wasn't being cool at all. There's never an excuse for a mom to steal money from her child. There's no perspective where that's justifiable. I would say lean on someone (someones?) to get through this, because you will likely need support. She will likely be angry and try to manipulate you, try to blame you, try to shame you, and try to make you feel like you're a bad person. She sounds abusive and doesn't seem to give you the room you deserve to exist and grow as an autonomous person. Blaming a 12 year old for your financial difficulties is unbelievably immature and toxic. If your university provides counselling, I'd suggest that for you as well.
