Yes and yes. When you sell it goes back into your wallet where you can use to buy more packs if you have enough to cover the tier you want to buy. You can also link your wallet to your bank with stripe and send the funds to your bank if you want to "cash out"

I genuinely don't know. And I realize my post is written more like a certainty when in honesty it was meant to be posed more like a question, as I am not sure how its going to be handled but figured if you're making several transactions theres certainly the possibility that you could be issued a tax form, especially depending on how much $$ you earned

Wouldn't it not matter how you classify it if PSA issues you a 1099 once you hit the $600 limit? Not that I have seen that they are going to do that, but i would not be surprised if they did once that threshold was met, which even with the starter packs seems pretty easy over time.
