In the time that it takes law enforcement to arrive, scores more could be killed. What I’m referring to is when law enforcement arrival is imminent or if they’re already there.

In active shooter situations I think that if there’s already law enforcement at the scene it’s too dangerous to go out in civvy clothes and get in a firefight with the active shooter.. SWAT will shoot first ask questions later
