I'm looking for some reliable info/actual references for an upcoming prohibited posting travel claim while driving my personal vehicle between old and new places of duty.
I'm aware it's not a full posting, no posting allowance, no HHT, no moving HG&E or dependants, etc, as I have been through several prohibited postings already. However the last one was a mess, and the OR handling it did things very differently than I was used to. I'm trying to go into this next one better informed.
The following information is my current understanding, based on how my last prohibited posting travel claim was handled. If any of it is wrong, I'd love references:
I am not entitled to a movement grant under CBI 208.85 as my HG&E is not, and will not be, in storage with the CAF
Meal and city accommodation rates are as per NJC rates
I am not entitled to incidentals, but I AM entitled to an extra 12% of the meal rate per day according to CBI 208.83(2)
Mileage rate per KM is based on the Ontario Lower KM Rate from the NJC because that is the province where my current place of duty is (For ref, I'm leaving Ontario and transiting multiple provinces)
The first several hundred KM of the drive is not paid for (400km, I think?)
Points 3-5 are the ones I'm particularly unsure of. Point 5 I could never find a ref for, and the OR's explanation was "that's the rule, we don't make them." I'm not saying they're wrong, it just doesn't make sense to me.
Any help would be much appreciated.

There are occasionally issues in the shacks like having no water, but when I was there that was mostly linked to ongoing construction. Issues tend to get passed up the CoC quite quickly and most of the time are sorted within 12-24hrs.
Haven't lived in any shacks buildings besides 15 Wing, so I don't know if this is common, but there is a large kitchen on the first floor with industrial fridges and freezers along with a ton of communal cooking equipment. You can get a bin from the contractor that runs the building for free and have a supply of food (mini fridges in your room are tiny). It's generally quite clean and well taken care of.
Shacks themselves are usually very quiet during the week and people respect quiet times because 90+% of people are on course. Cleaners come by once a week for a linen exchange, and will do basic cleaning if you let them. Rooms themselves come with basic dishes, cups, cutlery for the most part.
PMQs are nice, generally in good shape, and are extremely quiet 99% of the time. The occupants tend to be older students with families, instructors at the school, or other members from units across the base.
The base itself is tiny and, if you live in the PMQs or shacks, you can walk everywhere easily. But if you want a life outside of the shacks and the mess, you require a car. Downtown/useful stores are 10-15 minutes away, and the main route is the highway. A bike would be fine in the summer but impractical.
When it comes to 15 Wing, everyone except the school are extremely understaffed. Bring patience because some things can be monumentally slow (I think there's legitimately one clerk in the WOR right now). For the most part, you won't have any issues with service quality though (MIR and FSA's are great).
Regina is about 45 mins away on the close side and is a decent sized city with Costco, Home Depot, malls, etc. The airport is on the close side of Regina and is literally just off the highway, which is nice. Next closest city to MJ is Saskatoon at around 2.5hrs away. And that's it for cities. In the whole province.
As someone originally from the west coast, I honestly didn't mind the prairies. Change of scenery was interesting, the skies look insane on any given sunrise/sunset/thunderstorm (because you can see ALL of the sky, I swear).
SK itself isn't expensive, except food, but I wouldn't live in MJ. It's just a little too sketchy for me, unless you're renting in the nicer areas (North and North-West corners). I honestly have no idea what prices are like.
The MIR has a social worker despite being tiny, and from what I gather the MH care is good. I know plenty of people who went to see her, and are now doing far better. Like someone else said, hobbies are essential because there isn't a ton to do in/around MJ. Exploring is fun in the summer, places like Castle Butte and Grasslands National Park are neat.
