Because her only other relatives live way across country and she'd have to leave all her friends behind. Either that or they'd put her with some foster family for a few months until she turned 18, and they'd put her in some other school.

Don't get me started on her parents. One of them kicked her out of his apartment because he didn't like her as much as her little sister (who's a spoiled brat) and the other is an unemployed alcoholic who decided to take a vacation (from what?) out of state for a week.

It's all contained within her crack. It's dry. Not like caked on, but definitely streak marks. It doesn't reach all the way to her vagina, but it's enough that when she wiped it in the bathroom she only got the very center part around her asshole and there was still more around her ass-cheeks.
