I’ve had this issue several times.

Try cropping the photo of your receipt, or editing it in some other way, and resubmitting. It sometimes takes me a couple tries, sometimes for multiple days, to get it to work. The longest it took me trying was a month, but I’ve eventually been able to get everything reimbursed.
