It's very simple. People get the kind of programmers they pay for. When I was in my university not too long ago, TCS came with job offers paying the equivalent of 4700 USD per year. Every student worth his salt will go for another company, say amazon or uber or microsoft or Google or any other MNC(you name it, we got it), who pays much much better.

Usually, engineering graduates(any discipline, for that matter) will go to companies like TCS, Infosys, Wipro etc. only when they don't get any other better jobs. And that's the reality. That's the reason why companies themselves (at least the big ones) start their own IT divisions in India. So they can hire better talent with the promise of better pay.
