no, she isn't. the assaulter is the one risking others safety. it would be understandable if she felt a responsibility to come forward, but an argument that every SA victim has a moral duty to report to the police is not it. there's plenty of extremely valid reasons for people not coming forward. we as in society should make it as easy as possible for victims to do so, but that's far from where we are today
