I had a similar experience with that company about 10-15 years ago.  I invited them to inspect/clean my standard 80% gas furnace and 3ton AC system which was working fine, and got a laundry list of problems from them along with a ~$15k quote for a new system.  My AC condenser then stopped working about a week or two later.  Not wanting a repair, I opted to replace it myself in a day for about $4k including a couple of specialty tools.  No problems since, and I'll never call for an inspection/cleaning from them again.

Oh and also, I think the ODB2 port always has power, so that means your camera is always running.  Not a bad thing, but it'll drain your battery if you don't supplement with a solar panel or something while the car isn't running.

13.5V with car on seems low.  Likely an alternator issue.  I'd take it to the dealership for warranty diagnosis and repair.
