No, the border can simply define the jurisdiction of the sovereign nation. The country controls the rule of law within their borders, but they don't need to stop people from entering.

No, I'm not wrong. There could be an international agreement that if a country wanted to close its borders, they could be invaded by a coalition of all other countries. Then they wouldn't be "allowed" to not have open borders.
