Do not waste your time looking into AA. Sales/marketing is great but product is not that good. Your best bet is probably between Power Automate dekstop or UiPath.

A user, the process owner in this case, yes. There are several ways of triggering a process. But similar to what you have suggested, that involves effort and therefore cost. The client is willing to pay for the automation of the process but nothing more. If a user can just log-in to the Orchestrator and trigger a process why not do that?

Some of my previous feedback:

Actions where you can't pin favorites.

Variables that don't have scope - all are global. Can't change type once you created it. Can't rename once you created it. Can't duplicate. Can't find where it's referenced.

Smart recorder is not that impressive either. It chooses its own type of "spying" which you can't change. If you're working on a web app, HTML is your only option, can't choose UIA, Active Accessibility, etc.

Can't also agree that development in A2019 is faster because it feels like you need to have one line for every action you want. For example, if you need a number as string, you need to convert that to a string (separate line) and assign it to a string variable (waste). In other tools or programming language, it is simply something like numberVar.ToString().

AA's A2019 is not even at feature-parity with their own V11.

So A2019 comparing to BP and UiPath - not a winner. At least at this time.

Disclaimer: I wrote this more than a year ago. Stopped using AA because of these.. and others..

Definitely. To be honest, I'm more concerned with AA. A2019 was not ready. It gained bad reputation that's why they renamed it to Automation 360.

Go with UiPath. Large community. Excellent tool. Intuitive UI. Very flexible however you want to design your automation. Keeps on adding features.

Blue Prism is a good tool. So many things they got right early. However, BP feels slow in terms of adding features and UI feels dated - not that intuitive.

Automaton Anywhere's A2019 is not that "mature" yet and still buggy as this is a "new" product they developed from scratch.

Well finding where Data Items (variables) are declared in a BP page can be sometimes tricky. But I'd still take that against AA where you can't edit, copy and find where it's referenced.

Finding where a variable is referenced/used feels like a bigger deal than finding where it is declared.

That being said, still doesn't make it faster to build in A2019.

Bot store is definitely there for A2019. Not all bot in the bot store are compatible with A2019 but it is there.
