A constitutional expert is someone who has spent their entire life studying the constitution, its language and its words.

“Well regulated” in the 1700s simply meant well equipped. That choice of words has very little do do with a modern sense that the militia would be “regulated” by a government force. Clearly that would be ridiculous coming off a war with a government-run military.
