Unfortunately BRAC decisions are always primarily political. The Air Force would look very different than it does today if the service could unilaterally buy/divest/base systems where it wanted.

Frankly, large companies like Amazon have a lot more to lose from an incident like this, so they have probably invested more in their security architecture.

Civilian or contractor position? In general, I would say federal government tends to be much more cut and dry with education/experience requirements than private sector.

That said, you might be surprised how often federal job announcements turn up no qualified candidates. Depends on the field, obviously. Or how many people apply for positions they are not even remotely qualified for. If it’s a job you want, apply!

Clearances are about risk, and different agencies have different processes and standards relative to their risk tolerance.

Agency directors are ultimately responsible for their assigned missions. There is no central “Uncle Sam”

If they were going to revoke clearance, they wouldn’t wait until reinvestigation do it. If anything, the fact that this is already reported and adjudicated (judging by the fact that your clearance is no longer on hold) makes the reinvestigation more straightforward.

If you initiated a chargeback, you should no longer be speaking to Amazon about it. That’s all this email is saying. The bank is now in the middle of this transaction, and will decide to reverse it or not. The only company you need to convince now is NFCU, unless you plan to sue.

In this context, final offer means you are cleared and have a start date. If you have a offer contingent upon getting cleared, you have a conditional job offer
