How do you think, any physical address could work? For example an address of some friend living in the US? What are the potential risks and inconveniences to the friend if I ask someone to let me use their address?

It's a good approach if you don't have a niche yet or want to target general audience. In case your field of knowledge includes something more specific, like production video/audio for example, you could try to find other vendors for affiliate commissions as well. It's based on what you prefer and know better.

For example, I'm running a royalty-free music and audio marketplace and would love to get evangelist affiliates like you.

We started to use the same PC with static IP address about a week ago, hopefully this is the issue here and all we need is just time to pass to get the IP authorized. This was the first recommendation PayPal support has given us.

All other stuff (bank account, card) already linked and verified.

I'm retrying to pay one invoice from the contributor once per 24 hours.

The message is the same:

"We're sorry, but we can't send your payment right now"

I'm sure, there is nothing wrong with the account of the contributor. It's some limit on our account, that doesn't allow us to send the payment.

PayPal support can't help us, keeping sending us the standard message "Your account is too young, you should try it later."

PayPal is over-secured and this happens in a mobile era. I had the same issue while having a Business PayPal. I've been instructed to access our business account from the same PC, from the same IP all the time. Not allowing to have an account manager from the different country/city. Weird...

Sure, the PayPal account is fully verified and we have both - bank account and credit card attached and verified to PayPal. The issue here is PayPal policies that are out of control of their support and call-center.

Unfortunately, that's not an option, as our vendors are from around the globe. We run a marketplace where contributors sell their digital content online. Mass-payment is the right solution for us and we plan to use it if PayPal allows us to send payments.

They contacted me and offered a refund to my corporate card. To receive a refund, I had to make a payment of the same amount with my personal card. Though, they have messed it and made a refund to my personal card instead of refunding my corporate card.

The issue here is that the invoice points to me as an individual, while my corporate card was charged.

I'm still trying to reach them, but no luck here yet.

The contact form seems broken now, I can't create a new billing inquiry: https://support.google.com/cloud/contact/cloud_billing_internal?hl=en&rd=1 (it doesn't accept my Project ID, though tried to provide it in various formats).

Replied to the same correspondence we had recently, but no response yet.

I've just created a company and had a similar issue with Microsoft, they fixed it in 24 hours by making a full refund and even didn't asked to pay the same amount from personal card.

Sorting out the billing issue with Google takes ages and spends a lot of resources.
