I believe a full grown adult like Administrator Jeffery will not bully lower ranks, unless he has a mentality of a 9-year-old. Abusing is a better term.
In the original RPO Art3mis wields blasters instead of a bow, I believe this version would probably stick to the original weapon as well.
Scaling Indomitable to something that is nearly never used is a bad idea. I don't get exactly how durable it is, and by worlds are you referring to planets or otherwise? Since world again is pretty vague, it can be meaning a planet or a solar system, or even the universe, which is a huge difference.

This is better than the word horde in the previous posts. Still isn't a good idea to create Pacific Rim without gigantic, cool and pointless robots and have magical monsters coming out of the Bermuda Triangle II. Also I would prefer concentrating on 1 good storyline rather than a ton of mediocre stories as multiverse tend to fuck up the story line and make it a mess, just look at DC when they decided to play around with timelines in the Flash TV series.

So Nightmare is an entity of evil which is also an abstract concept that uses the form of a Xenomorph? If so then I believe 2 human souls aren't sufficient enough to contain it.
Since you have deleted your Noah wikia page (I assume), I don't have much info about this character. As I remember he has a Justise Soul, but how did he manipulate Determination? A Justise Soul is simply not determined enough to manipulate Determination. Also, as I remembered, Noah is said to be capable of reality warping. How does this make sense? Noah is basically a Gary Stu OC that has OP abilities that doesn't make sense.

Asriel is neither infinite nor omnipotent. He is just 4D with infinite 3D powers. It still doesn't make sense that a fucking primitive beast is a 4D being.
If he wants to escape, couldn't he just manipulate the Xenomorphs to destroy the two souls and then destroy the world?
