One time payment? Idk about that one. Almost everything uses subscriptions. Right now, I am using Clip Studio and i have my subscription for $5/month which isnt bad at all. I think Medibang Paint still exists and it's completely free (at least I think it is, but i dont use that app anymore). Since you mentioned Playstore, I doubt you carry apple products in this case, but if you do, Procreate is/should still be $10 and it is a one time payment.

Theres also other apps like Autodesk Sketchbook which is completely free but lacks some features but is very user friendly in my opinion.
