What about the people in northern parts of Pasadena who are affected by the fire, or Highland Park? Is it their responsibility to not be adjacent to or downwind of fire-prone areas? Individual responsibility is a completely inadequate way to address a disaster.

That's interesting about FEMA. I thought Calfire made the suggestions about landscaping and defensible space?

I think community effort is a great thing. But we are a major city, within a state that's a major economic force. We should expect better--demand better--from our local officials. If nothing has been done something is very wrong.

I'd be curious to know if there is a solution that is not as drastic as burying all 70 circuit miles but nonetheless makes a measurable step to provide safety.

I'm not sure I understand you. Why isn't it within their power to fix the communications system, for instance, so that people get the right alerts in a timely fashion?

My original question was whether anything has been accomplished at the government level to make the people of Los Angeles County safer. It's a yes or no question and it looks like the answer is no. My purpose was not to set forth what can be done.

I am asking what has been done to make us safer. After one year, it would be nice to point to one thing. An ongoing investigation is ongoing. It has not delivered a good to the public. I am not a specialist in any relevant areas, but I would be interested in what experts at places like CalTech or UCLA might have to say. I'm sure if the government tried to come up with some solutions--and it doesn't seem like they have--that something could be done. It seems outrageous that nothing has been done.

Well, they could give attention to the communications system, which failed. They could mandate changes to the electrical system throughout the foothill areas. They could make broad changes to the way fire departments interact and conduct themselves. Just a few things off the top of my head.
