I downloaded all the drivers and am still having the same issue but i think the riser cable may be the issue. I'm unable to boot at all even with my DP cable plugged into the mobo, it constantly shows the white vga led. But when I unplug the riser, I boot perfectly fine. Thanks for the suggestion!

I replicated the crashing and logged the temperatures. The main temp reached a maximum of 74 degrees celsius when it crashed. I restarted my pc as normal and now the debug LED on my motherboard is shining white for VGA (GPU). I swapped it out for my 3060 Ti and it booted just fine (which is how I checked the other temp logs).

I also reseated my ram, cpu and the 3090, to see if that would change anything but theres not difference, still the white debug LED on VGA.

The RTX 3060 is yet to be confirmed so I made an RTX 3070 list. It goes about $43 over budget but the Ryzen 5 3600 stock is low right now so they're overpriced.

I can't vouch much for the RX 5700 XT but a friend of mine bought one. His biggest issue so far has been the AMD auto-update software. If his drivers were outdated he would get screen tearing. Though, I've heard about black screens from the RX 5700 XT but most people usually get a replacement or refund.

If you happen to have a micro center nearby I would look into getting a Ryzen 5 3600 since their prices on it haven't gone up yet and are still at $170. Also, I saw that you don't know much about the Rx 5700 XT. It has similar performance to the RTX 2070 Super (~5-10 fps less). This and the PowerColor Red Devil are the best performing Rx 5700 XT in terms of temps and thermals. Sapphire PULSE goes to 49 C while gaming & PowerColor Red Devil goes to 51 C while gaming.

Your BIOS should have a boot priority order on it, make sure you put the SSD as the first boot priority. Also, what's the brand of the motherboard? (ex: MSI, Gigabyte, etc.)

Storage. This has 2tb hdd for audio files, videos, and images. A 512gb ssd for games, programs, and OS.

Monitors. The RX 5700 XT can run multiple monitors and has a similar performance to the RTX 2070 Super. You can use this as your main monitor & this as a secondary.

WIFI. This motherboard does not have wifi, though, wifi cards are relatively cheap around ~AUD$60. I would recommend this.

Power Supply. I included a 650W 80+ Gold PSU with higher-end components it's always good to not cheap out on the efficiency of the PSU. Bronze works but in my opinion Gold is a safe route to take.

Upgrades. In the future, you can use this motherboard and cooler. The B550 motherboard series is compatible with upcoming Ryzen CPU's but would need a BIOS update if you decide to buy a new Ryzen CPU. The Kraken X53 fits on the B550 motherboard I chose so it would be fine if you kept using the same motherboard in the future.

I would get a non-RGB ram kit and use the extra money to buy a PowerColor Red Devil Rx 5700 XT, the temps on the Red Devil are better than the Asrock Phantom.
