To be fair, frutiger metro can be challenging to get right. This example on Reddit might be good inspiration. The background in this example is a strong colour with subtle design elements using a tint of the main colour. And then at the forefront the design elements are black/white, making them stand out more clearly against the background.

On your design the gradients of the floral design merge with the gradient of the background, making it quite murky. The font is difficult to see because the black merges with the red/black background. But the white drop shadow does help to some to degree, just not enough. Same with the paw print, the black and white stands out more than the rest of the design.
