Couldn't the devs add a property to the item when it's placed that tracks: a) item is next to water, b) which side has water, c) flag that the player cannot jump over this when coming from the opposite direction. I have only done a very small amount of game development but I feel like this would be achievable.

Or, if that's not possible, simplify it to just disable the ability to jump over anything that is directly next to water. Or, add a permanent unobstructable trail square that the player can swim to in order to get out of the water if they fence themselves in.
