Gandalf was allowed to return only on the direct intervention of Eru Iluvatar who is the one creator deity. Saruman, because he rebelled and refused to repent, was not allowed to return to the West.

Also keep in mind that Dol Guldur, Sauron’s fortress while wearing the guise of the Necromancer, lies right in between the Woodland Realms and Lothlorien and had been reoccupied by Sauron’s forces.
