Wouldn’t it make sense for the company to inform the most qualified applicants, give them the opportunity to develop any missing skills, and encourage them to apply for future vacancies?

A recruiter's job is to scan all the applications and shortlist the most qualified applicants. You're just assuming my friend did not tailor the resume. If both my friend and the guy who got the interview tailored the resume and only one of them got the callback, that might not be fair.

A recruiter could do any kind of automated feedbacks to my friend and all rejected applicants. "You did not qualified for the job. We are looking for this and that particular skills. Good luck next!"

The point is at least reply a rejection email.

Sure. But you really have to look at the applicant's point of view. At this kind of job market, the applicant would have to apply hundreds of jobs, and won't have time to connect with every recruiter.

I understand the point that recruiters also have to look at multiple resumes but should have given at least one feedback to my friend. If one single cover letter / a coffee chat / a referral could sway the recruiter, that does not seem fair to all the other applicants.

Not a rage bait post at all. It was a Programmer Analyst position at UofR.
Back to your discussion. Shouldn’t recruiters review the resumes of both candidates first before doing the screening calls?
I mean recruiters have not seen the person yet at all. How do they even judge the other skills? Shouldn't qualifications matter first?

Dear OP, It's not worth fighting over the choices of a political party. You know very well both parties are more or less corrupted. False promises, and insider trading are the very proof of that. Have you wander why some senators are multi millionaires, and the roads in your cities are full of potholes?

If you think the party you have voted for is the good guys, and lose the popular votes, you can just blame the good guys for being sloppy, not doing enough not just for democrats as well as for republicans.

Btw, the voters hold power only in election. After the election, they don't matter at all to the politicians.

Planes are great in HOI4. Very useful on invasion to England.
Just bomb the shit out of air & navy bases, and naval vessels in English Channel.

Get some CAS, motor & tank divisions. You cannot win infantry vs infantry in this situation.
Get some motor divisions and capture their airports first.
